IMPLEMENTASI PERATURAN PRESIDEN NOMOR 54 TAHUN 2010 TENTANG PENGADAAN BARANG / JASA PEMERINTAH (STUDI PENELITIAN PADA DINAS PERHUBUNGAN KOMUNIKASI DAN INFORMATIKA KABUPATEN PADANG PARIAMAN, SUMATERA BARAT)

ABSTRACT

This study aims to determine the implementation of Presidential Decree on the Public Procurement of Goods / Services at the Department of Communication and Information Padang Pariaman District (West Sumatra) in 2012, in terms of compliance, the smooth realization of routine functions and performance / impact desired. In addition, this study also aims to determine the factors - factors that will become an obstacle to implementation, as well as trying to formulate efforts to increase the successful implementation of this regulation in the future.
The method used in this research is the Qualitative Descriptive Method Analysis Techniques. The theory used in this study is Ripley and Franklin Theory, which states that there are 3 dimensions as a measure to determine the success / failure of the implementation of a policy. The 3 dimension, namely Level Compliance, Smooth Function Routines / Absence of Concern and realization Desired Performance and Impact.
The results show that the implementation of the regulation Public Procurement of Goods / Services have been implemented with quite optimal. Public Procurement of goods / services have a positive impact in improving service to the community, and the level of compliance of the content of the implementing regulation apparatus has been quite high. Although in some cases there are problems, such as delays in the procurement of consulting services, delays in procurement of motor vehicle wheels-4 as well as the procurement of consulting services were held invalid.
Factors which become obstacles in the implementation of this regulation are inadequate, in terms of the number and level of competence of the human resources available, communication has not been transmitted properly to the various parties involved in the Public procurement process of goods / services, and bureaucratic structure is not effective to support the smooth implementation of this policy.
The factors supporting the implementation of this regulation are a fairly high level of adherence of personnel involved in procurement, as well as the attitude and commitment of the implementers of the policy of the government to implement the best possible
The Efforts to increase the successful implementation of this regulation in the future are to increase the number and competence (Quantity and Quality) managing personnel resources, to disseminate the contents of the policy to the private sector / other related parties, as well as forming the structure of the bureaucracy (Team work) that separate the main task is specifically to take care public procurement of the goods / services.
